Thomas D. Taverney
I have 47 years of experience in managing businesses and entrepreneurial endeavors working in the private, public and non-profit sectors. Throughout my career I have been a true citizen and soldier.
I served both the Air Force and the civilian aerospace industry.
I have had both a rewarding military career, culminating as a Major General serving as Vice Commander of the Air Force Space Command, and a demanding civilian career in the aviation and space industry, where I have served in many positions, including as President of a start-up company, COO, General Manager, Chief Scientist and Chief Engineer.
I am a nationally recognised expert on acquisitions and an expert in the Space sector, in particular in the execution of complex programmes (I am on advisory boards for SecAF, AF Space Command and DNI). I have deep experience in real-time satellite operations in orbit, space launches and space systems development.
I am a passionate strategic thinker, backed by a firm grasp of the world of risk management.
SKILLS AND QUALIFICATIONS
Experienced business manager, from Program Manager to COO (responsible for revenue, profit and growth). Business thinker. Seeking opportunities for growth and survival in challenging/changing markets – I was COO of Infotec as it grew from a startup to $140M in revenue.
I led a new startup by reducing risk, defining the market to be pursued, developing the market strategy, and implementing that strategy, creating a law enforcement product company that returned the corporate investment in 18 months and generated a 20% annual profit.
Strong risk manager – balancing risk versus reward for making persuasive decisions.
Proven crisis management skills, taking companies through crisis scenarios and developing successful alternative strategies, both in line operations and real-time operations – satellite and launches.

PROFESSIONAL EXPERIENCE
SAIC/Leidos (2001-today) Senior Vice President of the company – Today I manage all space systems hardware development at SAIC. During my tenure, I have met or exceeded revenue, profit and growth goals every year while maintaining a uniquely impeccable record of on-time and on-budget performance for space hardware delivery.
I pioneered change in the military, leading a new approach to separated affordable/resilient systems by leading the pioneering Commercially Hosted Infrared Payload Program (CHIRP) and the use of commercial buses for route sharing and as dedicated buses.
The CHIRP project has been at the forefront of this thinking and has demonstrated many of these concepts.
US AIR FORCE RESERVE (1979-2006) – He attained the rank of major general in the U.S. Air Force Reserve. Returned to active duty several times.
Among these, he served as deputy commander of AFSPC, providing day-to-day management of 40,000 military, civilian and contractor space professionals.
Wrote the analysis simulation for the advanced launch system and the simulator of a classified satellite.
He led the planning for PDO 720, implementing significant across-the-board cuts while maintaining key operational capabilities.
He was the Senior Director of Space Forces for the Command, leading the planning for the use of Space in the Area of Responsibility (AOR).
TITAN/AVERSTAR/PACER-INFOTEC INCORPORATED- a series of three mergers (1996-2001);
Group Vice President and General Manager of the Engineering Division – I was responsible for strategy development and execution, budgeting, planning and financial performance, plan execution, contract execution, customer satisfaction, business development and growth.
My clients included the Air Force, NASA (JPL), the federal government, state, county and city governments, commercial law enforcement, GIS, and commercial enterprises.
My organisations’ performance exceeded growth targets by 18% and EBIT targets by 7.5% each year.
INFOTEC DEVELOPMENT INCORPORATED (1980- 1996) – Vice President of the Department of Mechanical Engineering: COO: One of the founders of INFOTEC Development Incorporated. The company began operations in 1979 (with three people) and has grown into a $140 million/year company specializing in communications, management, control and information, software and computer systems engineering, integration and hardware systems engineering, geographic information systems, law enforcement systems, and training systems.
I have held numerous positions, including General Manager of the division, Vice President of Engineering, Chief Operating Officer, and finally, President of the Regional Systems Division.
I led a strategic initiative to diversify when DoD business was shrinking, which allowed the company to continue its strong growth (in the top 100 fastest growing companies in the country 11 times).
In addition, I worked as the company’s liaison with investment bankers to develop investment packages, spin-off sale packages, was the lead presenter at the Roadshow and represented the company in negotiations and closing. Rockwell International (1979-1980) – Program Manager, Program Director.
I was in charge of the advanced satellite design team, managing 5 contracts and three research and development projects.
United States Air Force (1968-1979) – Many jobs, including managing a satellite operations center that included 150 personnel. I was the original designer of the aircraft-based ASAT system.
