The largest building complex of Heptapolis is the complex “GREEN PLANET EARTH”, built in the 4 “PETALLA” that are connected to each other.
In the research zone “GREEN PLANET EARTH” there will be an administrative centre with 7 sectors of different “green” services. In detail, the whole complex is described as follows:

SECTION 5 – Water Resources Control
We live on a planet where the seas and oceans have been polluted, river waters have been contaminated and are constantly diminishing, lakes are turning into swamps, and underground water reservoirs are disappearing. All this is due to the lack of a unified global program to save the water resources of the Earth that hosts us.
There needs to be a global Water Resources Control and Rescue Center, which will include the following departments:
• Control of pollution and rescue of water on an oceanic scale
• Control of pollution and rescue of water on a sea and coastal water zone (beaches) scale
• Control of pollution and rescue of lake waters, with priority given to forests and habitats in countries with abundant vegetation.
• Control of pollution and rescue of groundwater, especially reservoirs that have been contaminated by nuclear waste.
• Utilization and regeneration of the earth’s streams and their conversion into water reservoirs, artificial lakes, and water distribution centers in arable land.
SECTION 6 – PARNASSOS Programme – Wildlife
The basic surrounding area of “HEPTAPOLIS” is the mountain range of Parnassos and the green areas of the land of Boeotia and Phocis that is closer to the mountain.
HEPTAPOLIS, as an International Green City, will be the global model of a city that has adopted and fully implemented the rules of Green Technology, eliminating the polluting energy sources of the past, but at the same time a wider area in which the Fauna and Flora, on a completely new basis of species conservation and enhancement of natural beauty, under the auspices of Green Technology, to become the global model for the protection of Nature and the Ecosystem.
The Parnassos mountain range, with the exception of the already existing tourist centres, which will “potentially” be supported by the general upgrading of the area, will be transformed into a vast ecological park in which dense vegetation, new animal families from African countries, new artificial lakes and the organised collection of rainwater and meltwater streams will give the area international prestige in support of sustainable development.
At the centre of all these activities, “HEPTAPOLIS” as a Global Centre for Literature, Arts, Science and Ecosystem, will be an international model of a Green City, which the peoples of the world should study and copy, so that in the near future, the diseased planet will be healed from the threats of Climate Change.
In order to fully comply with the rules of a modern “Green City”, the “PARNASSOS PROGRAMME” initially provides for the organisation of the following actions:
• A Park Organising Committee, which includes both the members of the Commission and the bodies involved in the project
• The local government and the Prefect of the Prefecture, as members of the project as well as the local government and the Prefect of the Prefecture.
• The Mayors of the Prefecture of Boeotia
• The Presidents of Communities, if the communities are maintained
• Scientific Council, consisting of professors of Physics, Sociology, Geology, Hydrology, Agriculture, etc.
The main parts of the “Parnassos Program” that will operate within the “HEPTAPOLIS” ZOSTIRA will be:
• Parnassos Mountains Rainwater and Snow Collection Department (Reservoirs).

• Flora Extension Department, in model Wild Game Parks
• Fauna Extension Department, with new animal families, mainly herbivores, originating from African countries
• Department for the organisation of artificial lakes, torrents and rainwater harvesting, with reservoirs of advanced technology

Petalla - Green Planet Earth
The construction of Heptapolis in the wider area of Delphi (www.heptapolis.com) has already secured the necessary building space, which totals 15 million square metres. The cost of the projects of the ‘Heptapolis – Trilogy’ organisation is extremely high and requires special studies by European programmes, investment and banking institutions, as well as the proposed innovative body ‘World Green Tax Fund’ (WGTF) of a population-based type, based on the requested positive response of the 193 member states of the United Nations and UNESCO.
Requested proposal
ΗThe requested proposal will be submitted to the UN and will concern the ‘World Green Taxation Fund’ (WGTF), the basic structure of which is as follows:
1) Each UN member state will certify to the managing body a specific number of people at the end of each annual census period.
2) For each person in the population, each state will pay the W.G.T.F. one euro or one dollar per year for a specific period of 10 years, which will be used to complete the construction projects of Heptapolis as well as the current beneficial programmes of the UN and UNESCO, which will participate in the annual revenue from the W.G.T.F.
Note: due to their overpopulation, the member states of China and India will be subject to the same population count as the member states of the European Union.
3) In return for one euro or one dollar per year per person, 10 documented digital training courses on in Greek or English, which will be increased each year by ten new courses selected by the competent bodies of the Ministry of Education of each country.
4) It is clarified that, over a period of 10 years, each person will have paid a total of 10 euros or 10 dollars and will have at their disposal 100 digital training courses by leading educators, teachers, professors and scientists, which will constitute a reputable digital library of recognised intellectual prestige, which will act as a leading educational institution for supplementary knowledge, which will contribute to raising the intellectual level of every population and every country, on every continent, across the entire planet.
5) A large part of the Educational Courses has already been completed in the digital library of ‘Avatar e-Learning’, which began in 2015 the compilation and integration of Educational Courses for primary, secondary and tertiary education for students in every country.
6) The financial management of the funds received by the W.G.T.F. will be proposed to be undertaken by the relevant departments of the United Nations, while the intellectual management of the Avatar e-Learning courses will be proposed to be undertaken by the relevant departments of UNESCO, as part of its efforts to educate the peoples of the Earth, which is one of the main projects of its constitution.
7) In the digital Heptapolis (www.heptapolis.com), all the necessary buildings of the United Nations, UNESCO and the European Union are already available in 3D, along with descriptions of the activities of the 193 UN member states within the Heptapolis.
