PETALLA - Green Planet Earth
The largest building complex of Heptapolis is the complex “GREEN PLANET EARTH”, built in the 4 “PETALLA” that are connected to each other.
In the research zone “GREEN PLANET EARTH” there will be an administrative centre with 7 sectors of different “green” services. In detail, the whole complex is described as follows:
SECTION 1 – Green Planet Earth
Board of Directors – Legal Council – Scientific Council – Audit Council – Centre for Legislative Applications – Centre for Journalistic Research – Centre for Volunteer Development – Centre for Training Seminars – Centre for the Publication of Green Books and Magazines, including Green CDs, DVDs and AUDIO BOOKS.

SECTION 4 – Fauna and Flora Control
This centre will process all the information and research at international level concerning the degrees of risk of extinction of species of the animal kingdom and of species of the flora, as well as methods of reducing and mitigating these risks.
It includes the following sections:
• The inspection of animals and plants under maintenance, land, sea and air
• The inspection of endangered animals and plants, land, sea and air
After the checks and investigations, the methods of scientific action at the global level will be determined, to save the species of fauna and flora of the planet.
SECTION 5 – Water Resources Control
We live on a planet where the seas and oceans are polluted, rivers are polluted and diminishing, lakes are turning into marshes, and underground water reservoirs are tending to disappear. All this is due to the lack of a unified global programme to save the water resources of our home Earth.
A global Water Resources Control and Rescue center is required, which will include the following departments:
• Ocean-scale water pollution control and rescue
• Water pollution control and salvage at the scale of the Ocean and coastal waters (beaches)
• Control of pollution and salvage of lake waters, with priority given to the forests and habitats of exotic vegetation countries.
• Contamination control and rescue of groundwater, in particular reservoirs contaminated by nuclear waste.
• Utilisation and regeneration of the land’s streams and their conversion into water reservoirs, artificial lakes and centres for channelling water to farmland.
SECTION 6 – PARNASSOS Programme – Wildlife
The basic surrounding area of “HEPTAPOLIS” is the mountain range of Parnassos and the green areas of the land of Boeotia and Phocis that is closer to the mountain.
HEPTAPOLIS, as an International Green City, will be the global model of a city that has adopted and fully implemented the rules of Green Technology, eliminating the polluting energy sources of the past, but at the same time a wider area in which the Fauna and Flora, on a completely new basis of species conservation and enhancement of natural beauty, under the auspices of Green Technology, to become the global model for the protection of Nature and the Ecosystem.
The Parnassos mountain range, with the exception of the already existing tourist centres, which will “potentially” be supported by the general upgrading of the area, will be transformed into a vast ecological park in which dense vegetation, new animal families from African countries, new artificial lakes and the organised collection of rainwater and meltwater streams will give the area international prestige in support of sustainable development.
At the centre of all these activities, “HEPTAPOLIS” as a Global Centre for Literature, Arts, Science and Ecosystem, will be an international model of a Green City, which the peoples of the world should study and copy, so that in the near future, the diseased planet will be healed from the threats of Climate Change.
In order to fully comply with the rules of a modern “Green City”, the “PARNASSOS PROGRAMME” initially provides for the organisation of the following actions:
• A Park Organising Committee, which includes both the members of the Commission and the bodies involved in the project
• The local government and the Prefect of the Prefecture, as members of the project as well as the local government and the Prefect of the Prefecture.
• The Mayors of the Prefecture of Boeotia
• The Presidents of Communities, if the communities are maintained
• Scientific Council, consisting of professors of Physics, Sociology, Geology, Hydrology, Agriculture, etc.
The main parts of the “Parnassos Program” that will operate within the “HEPTAPOLIS” ZOSTIRA will be:
• Parnassos Mountains Rainwater and Snow Collection Department (Reservoirs).
• Forest Expansion Department
• Flora Extension Department, in model Wild Game Parks
• Fauna Extension Department, with new animal families, mainly herbivores, originating from African countries
• Department for the organisation of artificial lakes, torrents and rainwater harvesting, with reservoirs of advanced technology

SECTION 7 – The Global Green Tax Fund to tackle Climate Change
It is clear that the large, populous countries of the world, such as the countries of the European Union, America, China, Russia, India, etc., it is extremely costly for them to readjust their polluting energy sources with new sources of Geothermal, Wind and Solar energy at a time when the rapidly increasing risks to the ecosystem demand it.
The programmes implemented so far to replace energy sources are considered rudimentary compared to the immediate risk, which is constantly increasing, undermining the bio-health of the Planet. The obligation of people everywhere on Earth is irrevocable: ‘By every means and in every way, everyone must immediately declare their participation in the programme to save our planet.’ The global “Green Tax Fund” should be the overarching goal for the Heads of State of the Western World to address the risks of Climate Change.
The International Green Fund will be supported simultaneously by International and European grant programmes as well as grants from Ecological Organisations and Foundations. This transcultural project for the clean-up and rehabilitation of the Planet will be carried out by a multinational team of technocrats and scientists of international standing, based in the “HEPTAPOLIS” GREEN PLANET EARTH sector.
The International Green Tax Fund to address Climate Change will be under international financial and management control, composed of delegated officials-representatives of the most powerful nations involved, and will operate under the following organizational chart: Board of Directors, Legal Council, Advisory Board, Advisory Committee, Audit Board, Department of Grants of the Western Member States of the United Nations.
In the financial – administrative processing there will be:
Green Fund of Chartered Accountants, Collections Department, Payments Department, Project Execution Department and Expertise Department. The concept of Green Tax is a simple proposal to the State Authorities and Agencies of the Western World and is not connected to the Financial – Administrative Program of HEPTAPOLIS.
